The testing of autonomous vehicles in California has notably decreased by 50% according to recent data from the state's Department of Motor Vehicles (DMV). In 2024, only 4.5 million test miles were logged, compared to 9 million in 2023. This dramatic reduction highlights the changing landscape of the autonomous vehicle industry, particularly under the driverless testing category, which saw an astounding 83% drop from 3.26 million miles to just 552,895 miles.
What Led to the Decline?

Similarly, Waymo has redirected its operations to focus more on commercial robotaxi services instead of extensive road testing. The DMV has issued fewer permits for testing: only one new permit was granted in 2024, down from two in 2023 and four in 2022. Currently, only 31 companies hold permits for testing with a safety driver, and even fewer (11) actually conducted road tests last year.
